2017 Oratorical Scholarship Program
Constitutional Speech Contest
DATE/TIME: Date in February 2018 to be announced. Beginning at 9:30 A.M.
Location: The Women’s Military Memorial, Arlington National Cemetery
THEME: The United States Constitution
ELIGIBILITY: Students in grades 9-12, who are U.S. citizens or lawful permanent residents of the United States under the age of 20, and who reside or attend school in D.C.
PRIZES: Washington D.C. Contest:
First Place: $1,500*
Oratory Medal, and travel expenses to Indianapolis, IN, plus an opportunity to win $18,000 scholarship.
A coach or chaperone receives free travel expenses, too.
Second Place: $1,000*
Third Prize: $500*
*Cash/Checks payable to academic institution
National Contest: (One contestant per state and the District of Columbia winner), in April, 2018, in Indianapolis, Ind.
First Place: $18,000 Scholarship
Second Place: $16,000 Scholarship
Third Place: $14,000 Scholarship
Original Prepared Oration of 8-10 minutes on some aspect of the U.S. Constitution, emphasizing a citizen’s duties and obligations to his/her government.
Assigned topic discourse of 3-5 minutes on one of four Amendments (7, 10, 16, and 17) of the Constitution. The topic will be selected at the time of the contest.

Each High School Principal is requested to designate a staff member who will serve as liaison for this project.

JUDGING: Contestants will be judged on content, originality, knowledge, skill selecting examples, voice control, diction, language use, vocabulary, and effectiveness of gestures.
SUBMISSION: Entry information (name, address, phone number, birth date, age, citizenship or residency, high school, and declaration of participation) must be submitted by February 1, 2018.
Each students “0riginal Prepared” (8-10 min) oration presentation must be forwarded to American Legion National headquarters. Please submit a clean copy of the Prepared Oration and the enclosed applications and certifications on or before the deadline, February 1, 2018.
